Dusty Starr Pratt was born on June 11, 1975 in Baltimore, Maryland to James Early Locklear and Martha Frances Lowrimore. She was the third of four children.

She was raised in Baltimore, Maryland and attended Baltimore Public Schools.

She accepted Christ early in life and united with Cranberry Community Church in Bickley West Virginia.

Dusty married James Edward Pratt, Sr. in 2001. This union was blessed with three sons.

On April 26, 2017 in Palestine, Texas, Dusty passed away. She was preceded in death by her father, James Early Locklear; husband, James Edward Pratt, Sr.; grandparents, Nunie Locklear, William Erskin Lowrimore and Katherine Chavis; two uncles, Dwayne Lowrimore, Dale Lowrimore.

Survivors: fiance' Shane Ginevan; three sons, James Edward Pratt, Jr., Deven Michael (Kayla) Pratt and Ryan William Pratt, all of Palestine, Texas; mother, Martha Lowrimore, Palestine, Texas; grandmother, Genova Holmes, Lumberton, North Carolina; brother, James Early (Amanda) Locklear, Baltimore, Maryland; two sisters, Misty Lynn Pudder, Delmus Beckley, West Virginia, Nora Katherine (Refugio) Locklear, Palestine, Texas; four grandchildren. A host of nieces, nephews, other relatives and friends.
